Sheffield Wednesday Faces Major Issues, States Independent Regulator

'We are going to be a part of football's future' - newly appointed regulator David Kogan

Sheffield Wednesday's current difficulties are seen as a "significant problem" and the new football authority is looking to gain the ability to investigate clubs in comparable cases, the newly appointed chairman the regulator has stated.

During an extensive discussion, the regulator, who was recently selected, voiced concern towards supporters of the Owls.

The regulator engaged with four supporter groups connected to the South Yorkshire club this week.

The Championship side have been struggling on and off the field in 2025, with the club missing wage payments on multiple instances, including in last month.

"Clearly Sheffield Wednesday has been a major concern for the league and a significant problem for football," the regulator explained.

"Sheffield Wednesday is one of the great brands for the English game and recently we have met Sheffield Wednesday supporters' groups.

"Our aim is to acquire the ability... which will allow us to have Wednesday and comparable cases referred to us if they require examination and dealt with."

Financial Struggles and Ownership Situation

The club's controversial proprietor the Thai businessman indicated in the summer he would be prepared to relinquish control at the stadium, but he has been unable to finalize an agreement with interested parties.

Missed wage deadlines on time in earlier this year caused limitations by the league officials in summer, blocking the team from conducting any player acquisitions for the next three transfer windows, although those limitations were removed in August.

Official's Viewpoint

Kogan said: "The position was created for the fans of Sheffield Wednesday, other clubs in similar situations where fans are dedicated to a regional establishment that has existed throughout their lifetimes in numerous instances.

"I completely understand the club's situation, as I do for all the clubs that over recent decades have faced collapse, or approached financial ruin, for causes separate from the followers."

Inquired if the regulator could force an chairman to relinquish a club if they are considered unfit, the chairman responded: "Should the inquiry concern 'would we intervene in the final instance?', the response would be once we assemble the facts and comprehend the circumstances, we will."

But Kogan stressed that requiring chairmen to relinquish clubs would be treated as a "last resort" and the regulator would prefer to work with them.

"Our least desirable course of action is start getting involved with an specific team, an specific proprietor, without being in a position to cooperate with that chairman to fix the challenges confronting the team and the owner's facing," Kogan said.

"But the truth is, when you review the record of the sport, over the past few decades there have been particular chairmen, a small minority, but some who have been irresponsible in the way which they've been managing their organizations and finally don't wish to take responsibility for the future."

'If we get it wrong, extraordinary progress vanishes'

The chairman convened with representatives from 110 clubs to explain the responsibilities of the oversight body this week and insisted it was a "forward-thinking discussion" with a "substantial involvement" from the lower divisions to the top flight.

"It's a job that's actually really important, because should mistakes occur, if the football community fails, the remarkable development accomplished necessary will vanish incredibly quickly," the chairman stated.

"This represents everyone's worst fear in the terms of English football is a huge success story - we've got to keep it going.

"Considerable investment entering the sport and has come into football for the past two decades, because there are no assurances it will keep flowing into the sport, which is one of the reasons why I think we have to maintain a focused outlook on challenges and obviously, of the coming seasons."

Top Flight Apprehensions

Elite division representatives objected to the establishment of an oversight body because of concerns about detrimental effects on the elite division's competitive balance, but the chairman responded: "I completely endorse the success and growth as an economic entity of the top division.

"I of all people understand the concern of undermining the division as a high-quality offering of the nation. But simultaneously, if you engage with division representatives after this week's discussion, they would have had a high level of reassurance -and, actually, they have been informing us confidentially they have a high level of reassurance."

Partisan Associations

The regulator remains subject to a "comprehensive investigation" by the public appointments commissioner after he disclosed making donations to the Labour Party in the past.

The official contributed funds to Secretary of State for Culture, Media and Sport the minister's leadership bid, along with that of the government leader.

"I have been entirely transparent regarding my past party membership [with Labour], and that political affiliation came to an end the day the parliamentary committee confirmed my selection," the chairman stated.

"I am presently disconnected from any sort of politics."
